Clerk-Treasurer Position: PERFORMANCE RESPONSIBILITIES: DAILY RESPONSIBILITIES These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. · Receive, document and deposit monies received, prepare and process refunds and adjustments. · Resolve daily routine problems and complaints. · Answer office telephone and respond appropriately to requests for information from citizens and other agencies concerning district business. · Address the problems and complaints of the business community as well as the residents within the community. · Process and issue licenses and permits granted by the village board. · Assist when needed with publishing and/or posting resolutions, ordinances, notices and publications as required under Wisconsin Statutes. · Work regular daily office schedule as designated by State of Wisconsin Statutes and as designated by Village Board. · Receipt in monies, process and issue dog license. · Assist citizens, business, and agencies with plat map information and in any question or questions they may have. VILLAGE BOARD MEETINGS · Prepare agendas for Village Board, Parks, Police and Planning Commission, distribute and email to newspapers and residents who request the meeting agendas. · Required to attend all scheduled Village Board meetings · Prepare, publish and post notices as required and needed. · Prepare, edit and distribute meeting minutes. ·Copy and distribute information needed by Village Board for meeting. · Setup Village Hall for Regular Village Board Meetings and Special Meetings. · Attending meetings, taking and recording minutes, etc. MISCELLANEOUS RESPONSIBILITIES · Prepare for elections, publication notices, absentee ballots, notify poll workers to work and assist with setting up for elections. · Assist with the collection of property taxes December through January. Process taxes received and refund monies for taxes when applicable. · Assist employees and their families with questions and complaints regarding their insurance benefits and coverage. · Monthly, annual reports as required by the Department of Revenue, Department of Administration and Employee Trust Fund · Recording and distribution of Motel Tax Dollars · Annual Fiscal Budget process · Calculation of Mill rate – Chippewa County & Eau Claire County · Knowledge of Tax Increment Districts attendance of Joint Review Board · Annual Board of Review · Debt Service issues/payments PAYROLL · Calculate, prepare and process timecards. · Enforce deductions for Deferred Compensation, Cafeteria Plan, Savings and all withholdings from employee paychecks. · Maintain employee files and keep them updated and current. · Monthly, quarterly and year-end reports. ·Preparing and processing payroll taxes and forms. (Biweekly, monthly, quarterly and annually). · Provide auditors with payroll information, reports, schedules, etc. · Year-end W-2s and annual WRS reporting ACCOUNTS PAYABLE ·Assist with auditing, analyzing, coding and processing payment invoices from general services billing and other specialized invoices. · Assist and review, analyze and negotiate an adjustment settlement on disputed invoices. · Assist when needed with mailing accounts payable checks. · Assist with daily deposits and tax collection deposits ·Reviewing payments from a petty cash fund to ensure that proper authorization is obtained. ·Audit transactions to ensure that payments are processed in the proper accounts, proper month and year in accordance with budgetary and statutory requirements. · Preparing and processing annual 1099 forms. · Prepare auditor working papers, reports, etc. and do journal entries to close out year-end audit. · Year-end closing of Accounts Payable, General Ledger and payroll system. ACCOUNTS RECEIVABLE ·Assist with receiving, documenting, and depositing monies received; code and prepare receipt documents and process. ·Generate trial balance reports and monthly balance sheets and profit and loss statements to make sure all accounts are in balance. Development Agreements · Type up/review of Development Agreements. · Record Development Agreements with Chippewa County Register of Deeds. ABILITY TO PERFORM ESSENTIAL JOB FUNCTIONS (Including Mathematical, Reasoning and Physical Requirements) ·A Clerk/Treasurer must be able to perform responsibilities listed below with reasonable accommodations. These duties include and require a significant amount of stress and sitting for an extended period. Work in the office may require some kneeling and bending. MUST HAVE ABILITY TO: · Follow written and oral instructions. · Work cooperatively and respectfully with others, including employees, staff members and community. ·Ability to maintain confidentiality regarding business-related files, reports and conversations, within the provision of open records laws. ·Deal with time pressures and stress in an environment of rapidly changing priorities and interruptions. · Must be detailed oriented and be accurate with numbers. ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES ·Ability to communicate effectively through listening, written and oral communications with people at all levels within the organization and the public. · Ability to process work with accuracy. · Ability to prepare and maintain clear and accurate records and reports. ·Knowledge and proficiency in computer operations, including word documents, spread sheets, payroll and accounting software. 1-2 years’ experience with Clarity. · Ability to organize and use time efficiently and effectively. · Ability to perform multiple tasks simultaneously. · Excellent attention to detail. · Ability to understand and carry out oral and written instructions. ·Ability to communicate with the public and co-workers in a courteous and professional manner.
